1.
High-caliber talents and urgently-needed talents recognized by competent
provincial or municipal personnel management departments can directly apply
for professional titles of the respective levels.
2. Professional and technical personnel who have made major breakthroughs in
basic research and cutting-edge technology, solved major engineering
technical difficulties and made significant contributions in all economic and
social undertakings, winners of major awards at provincial level or above and
candidates of major talent projects at provincial level or above can directly
apply for senior professional titles.
3. High-caliber talents can be directly recognized as holders of senior
professional titles. Other qualified personnel can be directly recognized to
have the highest level of professional and technical qualifications in their
respective professions, including winners of the State Preeminent Science and
Technology Award, winners of the first prize or above of the State Natural
Sciences Award or the State Technological Invention Award or the State
Scientific and Technological Progress Award, Top 2 inventers of China Patent
Gold Award, individuals selected into the "1,000 Talents Plan",
national-level candidates of the "New Century Talents Project", candidates
of “100 Outstanding Talents Development Project in South Guangdong”,
individuals selected into “Leading Talents Introduced in Guangdong” or
leaders of the “Scientific Research Innovation Teams Introduced in
Guangdong”.
4. Guarantee the smooth flow of the application channel for scientific and
technical personnel. Scientific and technical personnel of state-owned higher
education institutions and research institutions that carry out innovative
work or establish enterprises with the approval of their employers, together
with entrepreneurs and technology staff that work part-time in higher
education institutions and research institutes, can apply in their current
employment units for participation in related professional title evaluation
if they meet the professional tittle application requirements.
5. Doctoral graduates and post-doctors in the workstation can directly apply
for sub-senior professional titles and above. Doctors and post-doctors who
have made outstanding work achievements in Eastern, Western and Northern
Guangdong can directly apply for senior professional titles regardless of
their length of service or qualifications. Post-doctors that have left the
workstation and have worked for no less than 1 year in such professional
technical posts as teaching and research and be directly recognized to have
sub-senior or senior professional titles if their performance is excellent
after assessment by their employers.
6.Professional technical personnel who are selected and
sent to such regions as Tibet, Xinjiang and Qinghai by state and provincial
personnel departments and those who have made outstanding contributions after
being sent to serve in the northwestern area of Eastern Guangdong (including
the professional volunteers selected and sent by provincial competent
industry authorities) have the privilege for priority review and priority
employment under the same conditions.

Support professional technical personnel in the Eastern,
Western and Northern Guangdong, at grassroots levels and those who have left
their professions to start businesses to participate in professional title
evaluation.

1.
For professional technical personnel working in the Eastern, Western and
Northern Guangdong and at grassroots frontlines, requirements are removed on
English proficiency and computer application abilities and academic papers.
Besides, work summaries, teaching plans, disease records, technology
promotion summaries, engineering project plans and patent achievements can be
regarded as professional technical work achievements.
2. Professional technical personnel in such enterprises and public
institutions as higher education institutions, research institutes, medical
institutions who are approved to leave their posts to start businesses or
take part-time jobs can apply for professional titles in accordance with the
regulations of their original employment units within 3 years. Their
achievements made in the period of their entrepreneurship and part-time work
will be regarded as bases for professional title evaluation.

Open up the career development channel for high-skilled talents
and engineering and technical personnel.

1.
High-skilled personnel that meet the application conditions or have won
awards at provincial level or above can participate in the review and
recognition of professional titles for engineering professionals.
2. In professional title evaluation, graduates of intermediate technician
classes of technical colleges are treated the same as graduates of technical
secondary schools; graduates of senior technician classes are treated the
same as graduates of junior colleges; graduates of preparatory technicians (technicians)
are treated the same as college graduates. High-skilled personnel that have
obtained professional technical titles can be employed for professional
technical posts.

Establish
a professional title evaluation orientation that motivates commercialization
of research outputs.

1. Where scientific and technical personnel serve as the primary organizers
(responsible persons) to develop high and new technologies with market
development prospects and application values and successfully realized
transfer and industrialization, if the technical transaction amount of the
individual technology transfer project accumulates to RMB 500 thousand yuan
or the technical transaction amount of multiple technology transfer projects
accumulate to RMB 1 million yuan within 3 years, each
project or every 1 million yuan can substitute for one longitudinal project
requirement in professional title evaluation. The review is subject to the
technology transfer contracts and registration in technology departments
above prefectural level. Technology investment can be executed accordingly.
2. Those who have won National Science Fund for Distinguished Young Scholars
or science and technology awards (excluding collective awards) of provinces
(autonomous regions, municipalities directly under the Central Government),
or who have presided over the technology innovation of enterprises with the
average annual sales revenues of the developed technology innovation products
(projects) in recent 3 years exceeding 8 million yuan or the average annual
tax exceeding 1 million yuan, or who have worked as the main technical
directors of new research and development institutions and completed 2
technological innovations and realized achievements transformation can
substitute 1 required paper with 1 professional technical analysis report
(written by the applicant himself/herself and related to his/her work post,
including construction plan, design scheme, technology modification program
and technical solutions etc.; each report shall contain no less than 3,000
words and the organization shall form a group of experts to give appraisal
opinions).

Increase
the weight of patent indicators in professional title evaluation.
|
In light of the industry and qualification characteristics of professional
title evaluation, those who have made significant contributions to the
transfer and application of invention patents can enjoy lowered or zero
requirements for papers. The principles and requirements are as follows:
Scientific and technical personnel who have won China Patent Excellence
Award, Guangdong Patent Gold Award and Guangdong Inventor Award can
substitute 2 required papers in professional title evaluation; those who have
won China Patent Excellence Award (top 3 inventors) can substitute 1 required
paper; those who have won 1 authorized invention patent (in Top 3) can
substitute 1 required paper in the application for senior professional title
qualification and be free from paper requirements in the application for
intermediate qualification.

Include
standard formulation into professional title evaluation indicators.
|
Participation as main drafters of 1 or more international or national
standards, or in the formulation (revision) of 2 or more industry standards
while also taking charge of the drafting of main technical content or
experimental verification and such standards are implemented and applied in
the corresponding range, can be regarded as one of the performance results in
the application for professional and technical qualifications.

Increase
the quality requirements for professional title evaluation papers.
|
For those who have published papers (as the first author or the first
corresponding author) in Nature,
Science, Cell or sci-tech journals whose impact
factor exceed 30 in the professional fields, there are no requirements on the
number of papers.
